Is it permissible for a raqi to charge for ruqya?

Yes. The evidence is direct: a group of companions performed ruqya for a tribal chief and accepted a flock of sheep as payment. When they returned to the Prophet, peace be upon him, he approved it and asked for a share.

So payment is lawful. The harder question is what is fair.

Reasonable practice

• If you treat occasionally, take what is offered without setting a price, and refuse nothing given sincerely.
• If this is your livelihood, publish a clear, modest fee so nobody is surprised or pressured.
• Never charge per session in a way that rewards you for prolonging treatment.
• Treat those who cannot pay anyway.

The line is exploitation. People arrive frightened and will hand over everything they have. Charging a desperate family thousands, or escalating fees as their hope grows, is not a fee. It is predation dressed as service.
